It's called a headset cup removal tool. The race is the little ring that allows the forks to interface with the bearings. Get it straight.

i have a nos motobecane branded version of this tool and it is super handy! park makes awesome tools, so i'm sure this one is as good as it gets.

I just used one of these guys and it was a breeze. After trying for hours with heat and various hammering devices I was getting nowhere. 2 hits with this tool and it plopped out. Real solid hits. Good for if you want to reuse the race.
