The arm rotates on that square-ish looking part that's attached to the bar end. The rotation is on several firm detents, so you can set your mirror how you like it, and then rotate it down and out of the way e.g. when walking the bike through a tight space, then flip it out again, and the mirror is exactly where you left it. Knocking 1 taco off because my bike is garaged, rarely ridden in rain, and after 1 year, ~400 miles, the chrome is already starting to get pitted somehow.
